The gap between those two numbers is almost entirely about design, not content.

I call the thing that closes that gap The Thread. It's a sequence of six distinct stages, and every session, whether it's a single 90 minute block or a full day, needs to move through all of them in order to actually land. Skip one, or let an activity sit outside the sequence just because it's fun or well delivered, and the thread breaks. That's when a session turns into fluff, and fluff is exactly why so much PD gets forgotten by Wednesday.

If you're attending PD, ask yourself by the end whether you could draw a straight line from the first activity to the last.

If you're designing it, ask the same question before you build a single slide.
